I changed jobs and inheritedan Exchange 2007 environmentlast year. My experience had been with 5.5 until then. I have added several new users to this system with no problems until now. I got advance word that a new user was coming and I set up the account with the Exchange Management Console. I checked "Hide user from Exchange address lists" since the announcement hadn't been made yet. Last week I unchecked the hide button but didn't think to check that the account now shows up. The user started today and her name is still not showing in the GAL. I made the change several days ago and even rebooted the Exchange server over the weekend. Any thoughts?

Have you tried Update-AddressList or Update-GlobalAddressList ?

Check for the address in OWA. It sounds like there is an issue with your OAB. Check you application log for errors.
